      State Natural Gas Auction Q&A Meeting

      The Rhode Island Office of Energy Resources (OER), in cooperation with the Rhode Island Department of Administration (DOA) and its Division of Purchases, is in the process of developing a competitive auction process for natural gas supply.  The State is interested in identifying other public sector entities that procure their natural gas supplies from competitive suppliers and coordinating with those entities to foster price benefits driven by increased economies of scale.  OER and DOA are now working with a qualified energy services consultant to develop a custom Request for Proposals (RFP) that will identify and pre-qualify natural gas suppliers to support an organized price event (auction) to be held in September.  The goal of this pricing event is to provide the State and participating public sector entities with competitive market-based pricing that will inform energy supply procurement decisions.  By leveraging the purchasing power of public sector entities and driving economies of scale, this procurement strategy may facilitate more favorable energy supply pricing from the market, thereby lowering costs and enhancing budget stability. Similar to other public sector entities and large commercial/industrial energy customers, the State of Rhode Island has experience utilizing competitive auctions to identify price-competitive energy supply contracts.  In 2015 and 2018, OER and DOA held a reverse auction for electricity supply that aggregated demand across the various branches of State government, including a quasi-state entity.  The State has also held auctions for natural gas supply in 2010, 2013 and 2016.  The State’s current natural gas contract is scheduled to expire in October 2019.
